To develop, produce, integrate, and field a family of interoperable, digital, modular, software-defined radios that operate as nodes in a network to ensure secure wireless communications and networking services for mobile and fixed forces.

Under the JPEO, the JTRS Test & Evaluation Laboratory (JTEL) was established in October 2005 to act as the test authority for Compliance Testing of the Software Communications Architecture (SCA). 
The JTEL's Primary Functions include:
  • Providing development and test support for SCA Compliance Certification
  • Maintaining test capability
  • Supporting SCA evolution
  • Evolving test capability to eventually include entire JTRS Standard Set
Mission and Vision Statements
Vision: Providing excellence in test capability with the highest integrity and quality to the JPEO JTRS.
Mission: To support waveform application and operating environment testing for the JPEO JTRS based on the JTRS standard APIs and SCA requirements.
  To provide compliance test reports and recommendations of the tested products to the JPEO JTRS.

JTAP Beta Release [04/26/2007]
The JTAP Beta Release is scheduled for mid-June 2007 and is planned to contain 45 of the SCA 2.2.2 waveform application requirements.
